Colene Fischli -  Past President

Colene Fischli graduated from KU with a bachelor's degree in Social Work in 1988. Prior work experience includes a year as a Corrections Officer at the Shawnee County Jail, Probation Officer for Shawnee County Court Services, and various positions within the Department of Corrections. She has been a Parole Officer, Staff Development Coordinator, Parole Officer II, Parole Supervisor, and Interstate Compact Administrator. Currently Colene serves as the administrator for the Kansas Parole Board, a position she has held since February 2001.

Colene has been involved in KCA since 1991 starting as an advisory board member for the Eastern Parole Region. She has also been Women in Corrections Subcommittee Chairperson, Secretary of the KCA Board, and Member At Large.

Colene feels that KCA is and should continue to be an important part of the corrections professional world. Colene hopes to continue the legacy of providing quality information and networking through KCA conferences and regional training opportunities.

Karen S. Rohling - President

Karen S. Rohling has been employed by the Kansas Department of Corrections for over 18 years.  She currently serves as the Warden of the Larned Correctional Mental Health Facility in Larned, Kansas.  Prior to moving to Larned in 1998 she worked at the Norton Correctional Facility as Classification administrator, at the Ellsworth Correctional Facility as a Corrections Counselor II, and at the Wichita Work Release Facility as a Corrections Counselor I.  Prior to joining the Department of Corrections, Karen worked as a Youth Services Worker at the Youth Center at Topeka and as a Youth Care Worker in several Level Five Group Homes.  Karen earned her Bachelor of Arts Degree in Corrections from Washburn University in 1989 and an Associate of Arts in Sociology from Hutchinson Community College in 1987.  During her career in Corrections Karen has been member of KCA, as well as a member of the West Central Warden’s and Superintendent’s Association; Executive Women in Corrections, The Mental Health in Corrections Consortium, Hostage Negotiators of American and a number of other organizations. 

As a member of the KCA Executive Board, Karen would like to work to bring a greater facility presence back to the association and work to bring all of the correctional professionals in Kansas together as a networking and support resource.

Brad Kiehl - Vice President 

Brad Kiehl is the South Central Justice Leader with DLR Group, a comprehensive architectural and engineering design and planning firm. His experience spans from project management and master planning to construction administration and cost estimating. Brad has nearly two decades of experience and has been instrumental in the development of strategic management planning, organizational structure and team processes within DLR Group.

Brad continues to expand the firm's successful justice practice in the Midwest, including new projects and relationships with key officials in Kansas, Missouri, Oklahoma, Arkansas and Texas. He will share this same enthusiasm, dedication and integrity as Vice President of KCA, bringing similar experiences and successes to the forefront of the organization.

Brad is connected with some of the nation's most respected justice facility designers. Ranked as the No. 1 justice design firm in the world by World Architecture magazine. DLR Group has provided services for more than 350 justice facilities, with a total construction value in excess of $3.5 billion in the last 25 years. The firm's professionals are especially noted for their planning approach of justice facilities, achieving operationally efficient and cost effective solutions which draw on extensive knowledge of the various programs/departments related to justice facility operations throughout the country.

Brad earned his Bachelor of Architecture degree from Kansas State University. His affiliations include the American Institute of Architects, American Correctional Association, Kansas Correctional Association, American Jail Association, and the Council of Educational Facility Planners International.

The Kansas Correctional Association will benefit by tapping into expert resources from the largest justice design firm in the world.

Peggy Steimel - Secretary

Appointed to the position of Secretary on the KCA Board. I am a Program Specialist I at the Larned Juvenile Correctional Facility. I have been employed at LJCF since June 2003. Duties include writing and maintaining the Facility Orders, ensuring compliance with ACA standards and coordinating the documentation efforts and ACA audits, editor of the LJCF monthly newsletter, co-chair to the LJCF Accident Review Committee, serves as the Kansas Green Team leader for LJCF, PbS Site Coordinator and recently appointed as the PbS Coordinator. I have been employed by the State of Kansas since December 1995 with prior employment at the Larned Correctional Mental Health Facility and Shawnee County Department of Corrections.

John Lampe - Treasurer

John R. Lampe has been with the Department of Corrections for eight years as the Business Administrator of the Larned Correctional Mental Health Facility. Prior to state service he was in the banking business in the private sector. He is married and has two children.

Geri Reece - Member-At-Large

Geri Reece is currently employed with the Johnson County Department of Corrections as a Compact Officer. She has been with Corrections since 1990.

She is a graduate of Wichita State University, having earned her Bachelor of Science degree in Administration of Criminal Justice in 1985. Prior to coming to Corrections, Geri worked as a Child Care Worker I in a Level 5 group home and as a Civil Litigation Paralegal for three years. Geri is a member of the Department's Safety Committee, serves as a Work Place Safety Coordinator for the department and has served as an Advisory Board member to the Kansas Correctional Association. In February 1995, Geri was certified as a trainer in Personal Safety Training by Personal Development Consultants of Tacoma, Washington.

Jeff Duncan - Member-At-Large
 

Jeff Duncan is a Director for the Kansas Juvenile Justice Authority (JJA). He earned his Bachelor's Degree in Justice Studies from Fort Hays State University in 2000. In 2007, Jeff was elected to the KCA Executive Board as an At-Large Member.

Jeff has been with JJA since September of 2004. He currently oversees the JJA Integrated Systems and Programs Unit which is responsible for juvenile correctional facility processes, including quality assurance and assistance in creating system-wide improvement. In addition, his team provides oversight and technical assistance to the residential provider system. Jeff currently serves as the Statewide Coordinator for the Youthful Level of Service/Case Management Inventory Assessment

(YLS/CMI) and played an integral role in enhancing the reentry services offered to the youth of Kansas. Most recently, Jeff and his team has worked to launch Juvenile Justice Foster Care as new placement option for youth.

Jeff’s personal motto is "what’s best for the kids" and his unit prides themselves in doing "whatever it takes" to get the job done. He hopes that he can continue to bring a juvenile-based aspect to KCA through conferences and regional training opportunities across the state.

Thomas J. Schmitt - Member-At-Large 

Tom Schmitt is a Certified Correctional Executive (CCE), Certified Correctional Health Professional (CCHP), and is a Certified Auditor for the American Correctional Association. Mr.Schmitt retired from the Medical Service Corps, US Army as a Lieutenant Colonel, after 28 years of military service. After retiring from the Army, he served as the Superintendent, Juvenile Detention Facility, Jackson County, Missouri for over one year, before returning to the Army as a civil service employee. He currently is the Deputy Commandant of the United States Disciplinary Barracks (USDB), Fort Leavenworth, Kansas. This facility is a maximum security facility housing approximately 460 inmates. Mr. Schmitt has over 16 years of experience in military corrections as a social worker and health care administrator. He served as the Director of Treatment Programs at the US Disciplinary Barracks and as a consultant for Detainee Operations in Guantanamo Bay, Cuba and deployed to Iraq to support the detainee operations. He developed the initial mental health mission for detainees in Iraq and coordinated training in the field of corrections for deploying health care professionals. Mr. Schmitt is very interested in supporting the profession of corrections through working with the Kansas Correctional Association.

Ronald D. McVeigh - Member-At-Large

Ronald D. McVeigh has been employed in criminal justice positions for over 16 years. Ron started his criminal justice career with the Governor's Office of Drug Abuse Programs in 1991. In 1994 he moved to the Kansas Sentencing Commission where he helped administer the Edward Byrne Memorial State and Local Law Enforcement Assistance grant program. In 2004 Ron accepted a position with the Kansas Department of Corrections Central Office working in the Community Corrections Division as a State Auditor II. Ron received his BA from Mid-America Nazarene College in Olathe, Kansas. He is an Elder at Crossroads Church, RCA. Mr. McVeigh is the Webmaster for the Kansas Correctional Association web site.
